Despite this, the percentage of carbon dioxide in our atmosphere is a mere fraction of a percent because carbon dioxide is 'fixed' in two ways: (i) Green plants convert carbon dioxide into glucose in the presence of Sunlight and (ii) many marine animals use carbonates dissolved in sea-water to make their shells.

Further to Christopher‘s answer that CO2 levels are not kept constant. Prior to the Industrial Revolution, the average levels, if not constant, varied slowly. The atmospheric CO2 wobbles about a lot, with annual rises and falls caused by the seasons, random spikes from volcanic activity and the slow changes over thousands or millions of years as mountain ranges come & go and CO2 is absorbed or released from the rocks or the Milankovitch Cycles dip the planet in & out of ice ages.

It is certainly VERY conspicuous that the dramatic rise in CO2 over the last century or so is waaay different from what should be happening.
