Perimeter of parallelogram = 2*(l+b)

OR

Perimeter of parallelogram =2l+2b

lenght =8cm, breadth =?

2l+2b=25cm

2*8+2b=25cm

16+2b=25cm

2b=25-16

2b=9

b=9/2

b=4.5cm

So, the shorter side is 4.5cm
