breadth  = 19 cm

perimeter = 140 cm

let the length be x

thus, breadth =2 + 1x/3

perimeter of rectangle = 2*( length + breadth )

                    140           = 2 ( x + 2+1x/3 )

                     140          = 2x + 4 + 2x/3

                     140-4       =  (6x + 2x) / 3

                     136          =  8x/3

                      136*3      =   8x

                      408 / 8   =   x

                             51     = x

length = 51 cm

breadth = 2+51/3

             = 19 cm
