Let the length and breadth be 7x and 3x respectively,

So 2(7x+3x)=perimeter=30m

So,

14x + 6x = 30

:- 20x = 30

:- x = 30/20m |{transposing 20 from LHS to RHS}|

i.e. x = 1.5m

Since we had taken the length and breadth to be 7x and 3x respectively, therefore

length = 7(1.5)

=10.5m

And, breadth = 3(1.5)

= 4.5m

Hope it helps you

Tried to explain in as much details as i could
