we have :

L = 5 1/4 ==> 2L = 10 1/2

and

P = 2 * width + 2L = 17 1/2

therefore

2 * width = 17 1/2 - 2L

2 * width = 17 1/2 - 10 1/2

2 * width = 7

and so

width = 3 1/2

finally

Area = L * width

= 5 1/4 * 3 1/2

= 21/4 * 7/2

= 147/8 m^2

= 18 3/8 m^2
