Perimeter of an isosceles triangle is,

Base + 2[Equal Sides(X)]

= 23 + 2(X) = 59

2X = 59-23 = 36

X = 18

Thus, length of the equal sides is 18cm

2x+23=59

2x=59-23

2x=36
