Perimeter = 2L + 2W
Since width = 2 3/4 = 11/4
Therefore.. 2 x 11/4 = 11 / 2
11/2 + 2L = 13
2L = 15/2
L = 15/4 or 3.75

2(3.75 + 2.75) = 2(6.5) = 13cm and it is your permieter
