l denote length, b breadth , A Area

Perimeter = 60cm

2(l+b)=60

A=l×b

l+b= 30 ------------(1)

length increased by 3cm and breadth decreased by 3cm

(l+3)×(b-3)=A-21

lb-3l+3b-9=A-21

lb-3l+3b-9=lb-21

3(-l+b-3)=-21

l-b= 4 ------(2)

on solving (1) and (2)

l=17cm

b=13cm
