one side of 1st square =Perimeter /4=2÷4m= 0.5m
one sede of 2nd square =P/4=2.8/4=0.7m
Area of 1st square =0.5×0.5=0.25m^2
Area of 2nd Square = 0.7×0.7=0.49
Sum of Area of both= 0.25+0.49=0.74m2
now one side of Big square =square root 0.74m
perimeter =4× square root 0.74
