He was a Scottish professor and administrative philosopher.

In his work, The prioritization made by him was incorrect because he divided the Indian history on the basis of religion such as Hindu, Muslim, and British.

James mill for their all the Asian societies at a lower level of Civilization then in Europe .

Mill felt that British rule could civilise India .

So, for this British rule represented all the forces of progress and civilization
