Decimolar solution means that molarity of KOH is 1/10 M.

So, let's find the p[OH] first:

p[OH] =  -  log_{10}{(OH)}

 \implies p[OH] =  -  log_{10}{ {10}^{ - 1} }

 \implies p[OH] =  - ( - 1)

 \implies p[OH] =  1

Now, we know that p[H] + p[OH] = 14 :

 \implies p[H] =  14 - p[OH]

 \implies p[H] =  14 -1

 \implies p[H] =  13

So, pH of KOH solution is 13.
