it happens because pitch depends on frequency and when a train passes by a stationary observer the wavelenght gradually increases and as we know

v=fA

A=wavelenght

and if A increases frequency decreases and so does pitch.

hope this helps

ShafaqQaisar: I am asking about why does the pitch of the horn decreases when another train pass by
PSN03: it can even increase
PSN03: it depends whether the waves interfere constructively or destructively
