Here, we have to generate 4 digit smallest number using the digits 1, 3 and 9.

Condition: only one digit can be repeated.

Here, we have 4 places in the 4 digit number i.e.

  1. Unit's place
  2. Ten's place
  3. Hundred's place
  4. Thousand's place

And to make a number smallest, we should put the smallest numbers at thousand's place first and then at hundred's place and then at ten's place and then at unit's place.

Here, we have the numbers 1, 3 and 9.

  • Smallest number is 1 and if we repeat the number '1' twice and put it on hundred's and thousand's place, we will get the smallest number.

Now, let us consider ten's and unit's place. We have two options (3 and 9) available.

  • We can have 3 at ten's place and 9 at unit's place to get the smallest number.

Hence, the smallest number is 1139.

Place value of 3 is ten's place.
