Explanation:

Planning Commission was soon created after Independence which was given the work of designing the framework on which India work in the coming years.

This move was initiated by former Prime Minister Jawahar Lal Nehru in the line of Socialistic principle like that in erstwhile Soviet Union.

After working for 64 years from 1951 to 2015, the planning commission was replaced by National Institution for Transforming India(NITI) Aayog.

The difference between these two organization are:-

1. Planning Commission follow Top to Bottom approach whereas the NITI Aayog works on "Bottom to to" approach.

2. Planning Commission does not support the idea of Cooperative Federalism but NITI Aayog is initiating through the principle of Cooperative Federalism.

3. Planning commission has the power to impose the ideas and plans but NITI Aayog is the "think tank" of the Government.

4. NITI Aayog has permanent 5 member body whereas the planning commission only meet once in five year.

5. In the planning Commission, the State had very minimal role to play but with NITI Aayog, the States were also included in the planning process.
