Because at apex ,there is apical meristem which is responsible for cell division hence results in growth of plant. If apex is removed then, the plant will not grow

apex contains the meristimatic tissue which is responsible for growth and also plants exhibit apical dominace and hence after the apex is removed only you can see lateral growth of stems and there is no increase in size in a upward direction

hope it helps! please mark brainliest!
