"The Prime minister can tender his advice to the President to dissolve the parliament.

The president cannot dissolve the parliament without the advice or approval of the cabinet ministers which is headed by the Prime Minister.

The Prime Minister advices the President to dissolve the parliament, if the latter is unable to prove his worth which is also stated in Article 74 of the Indian constitution.
