The poet wants to share with us his opinion about strength of the tiger in this poem.

He says that the tiger should be snarling and roaring around the outskirts of the villages where small houses are there. Trying to create terror in the minds of the villagers. This is what is a tigers natural way of living, enjoying in his natural habitat.

Set them free. And let them enjoy their real life.
