I can only guess at the author’s meaning.
Lets take this one step at a time.
If the author said “I saw ten thousand” it implies that they estimated that there were 10,000 there.
If you change that to “ten thousand saw i” it implies that there may have been many that they did not see.
if you add “at a glance” it implies that they knew it was so many that they didn’t even bother to count.
so saying it as “I saw 10,000” it implies that it could have bee a bit less, or a bit more.
saying it as “10,000 saw i at a glance” implies it is a whole lot more. more than even the author could count.
