PH=3,then concentration of [H+] ion is 10^-3. Molarity of HCl is also 10^-3. Therefore given that concentrations are same. Molarity of NaOH is also 10^-3. Normality = molarity * n factor . Here n factor in one ( in NaOH).

We know that pOH =-log(normality of base), -log(10^-3)=3

pOH =3 then pH of NaOH is 14-3= 11
