The policeman refused to accept Soapy as the culprit responsible for breaking the glass window because of Soapy’s behaviour.
Like most miscreants (trouble makers), Soapy did not run away. Instead, he continued to stand where he was, right at the corner of Sixth Avenue, outside the same shop whose big window he had broken. The cop was used to people creating trouble and then escaping. To him, a culprit would never do something wrong and then calmly stay there, waiting to be arrested. So, even though Soapy tried to tell him that he was the culprit, the policeman hardly paid any attention to what he said. Instead, he looked around and saw someone running and went after that man.
Also, Soapy was ‘friendly and happy’. Law-breakers are not friendly, and certainly not so with the policeman whose job it is to arrest them. Soapy was the exact opposite of the type of person the policeman was looking for, and so he refused to believe that Soapy was indeed the one who broke the window pane.
