During the rule of Balban, law and order situation in the doab area deteriorated. In the Ganga-Yamuna Doan, roads were infested with robbers.

 Many Rajput rajas defied the government and established their own forts. To deal with this situation, Balban adopted the “Blood and Iron policy”.
