Percentage of decrease=

 \frac{number \: of \: persons \: decresed}{actual \: number \: of \: persons}  \times 100\% \\  =  \frac{25000 - 24500}{25000}  \times 100\% \\  =  \frac{500}{250} \% \\  = 2\%
