On the face of it, it would seem to be a net change of 0. But let's work it out and see that it isn't!
We start with a population - let's call that P.
It increases by 15%, so that is:
1.15P
And now it decreases by 15% - we can do that by saying the population is now 85% of what it was:
0.85(1.15)P=.9775P This means the population is lower than it started with and is lower by:
1−0.9775=0.0225%
