First find the population at the beginning of 1999.

If the end of 1999  =  285120  = 108%

Find 100%

so 100% is the population at the beginning of 1999.

100%/108% x 285120 = 264000.

If 264000 is at the beginning of 1999 then that is the population of the end of 1998.

Then 264000 = 100% - 12% = 88%

If 88% = 264000 we will have to find 100% that will be the population of the town at the beginning of 1998.

so. 88% = 264000 find 100%

100% / 88% x 264000 = 300000 people.

Answer = 300000.
