let the population of town be X

increases 10% by 5%
= 10-5 = 5%

the population increase by
X* 5/100 = X/20

now
According to question

X + X/20 = 795600
20x+X/20 = 795600

21x = 20* 795600

X = 20* 795600/21
X = 757714.28 ( approx)
