98010 people

when population increses by 10%,

population after second year,   (1,2 years)

p((100+r)/100)^n

100000((100+10)/100)^2=121000

after two years population decreses by 10% for 2 years,  (3,4 years)

p((100-r)/100)^n

121000((100-10)/100)^2=98010

hence ans= 98010 people
