let the population was 100.

increased 10% at the first year so population after first year,

 = 100 \times  \frac{100 + 10}{100}  \\  = 110

in second year population decreased 10%, so population after second yer,

 = 110 \times  \frac{100 - 10}{100}  \\  = 11 \times 9 \\  = 99

if the present population is 99, then past population was 100.

if present population is 1, then past population was 100/99.

if present population is 56133, then past population was,

  = \frac{100}{99}  \times 56133 \\  = 100 \times 567 \\  = 56700

hope it helps u
