Two years ago it was 20000

after increase of 10% the population becomes 20000 + 10/100 of 20000

= 20000 + 2000 = 22000 population at the end of 1st year

population after decrease of 10% = 22000 - 10/100 of 22000

= 22000 - 2200 = 19800

population today = 19800

10% of 20000 is 2000 then it will become 22000 for first year
10% of 22000 is 2200 while deduction from 220000 it will be 19800 is the answer.
