No, I do not agree with the statement said by the postmaster as he is being unempathetic and insensitive to Coachman Ali who has been waiting for a letter from his daughter Miriam for the past 5 years.
The postman is unable to put himself in Ali's shoes and insults him.
He shows very little respect for the elderly man.

Ali is not a pest. Though Ali comes daily to the post-office; he waits patiently without disturbing anyone. Hope lures him to the door whenever the post-office employees jokingly call out his ‘name’. But he does not rebuke them. He silently goes and sits on his seat not bothering or troubling anyone.
