I don't think so.. Because when he got the letter he had laughed but soon he became serious and at last moment he helped Lencho, by collect 100 pesos from post office employees.. He also gave a part of his salary...

According to me postmaster was not jeering at lencho. As, at last moment he became serious about the complete faith of lencho on God. And collected 70 pesos from his post office employees and send it to lencho.
