In perfect participle when was came in sentence you have to use “being” it is a rule and don’t forget being should come in starting of the sentence.

So, the answer is..

“Being drunk the potter thought the tiger to be a donkey.”

I have changed little question and I wrote answerbecause in the lesson they gave that the potter thought that tiger as donkey..
