Before sending a bill to the upper house, the certification of the bill as a money bill is done by the Speaker of the Lok Sabha. It has been declared and approved as money bills in the Lok Sabha to pass it again to the Rajya Sabha where all the recommendations regarding the amendments are done. Even Rajya Sabha doesn't have the full power to amend the money bill directly, it must set its way back to the Lok Sabha within two weeks. In the end, Lok Sabha passes the money bill after the approval of both the houses.
