It is said so because the Anglo-Indian people are often not represented properly in The Lol Sabha therefore the President manually chooses two representatives for the Anglo-Indian community...

yes the president nominates two members from anglo indian community
this is represented in the house as there is lok and rajya sabha and the president selects members from both the sabha's and selects the members
