Assuming that the liquid is ideal, according to the equation of continuity the product of cross sectional area of a tube and speed of the liquid through that portion of the tube is a constant. Cross sectional area of the wider portion of the tube is larger hence according to the equation of continuity, speed through this portion will decrease to keep the product constant.
