Firstly find the decrease in the price, that is,

Decrease = Original Price - New Price

= 3500 - 3100

=Rs. 400

Now, as you know the formula of finding the percentage.

Percent of decrease =

Decreased Price/Original Price x 100

= 400/3500 x 100

= 4/35 x 100

= 80/7 = 11.42 %

 \frac{3500 - 3100}{3500}
