Solution:

Original Price  = P  Rs/kg

Consumption = C  kg

Expenses = Price per units * units consumed

=> E = PC   Rs

The price of onion got higher by 15 %

New Price = P + (15/100)P = 1.15P

Consumption reduced by 10 %

New Consumption = C - (10/100)C = 0.9C

New Expenses = 1.15P * 0.9C

= 1.035PC

Increase in Expenses = 1.035PC  - PC   = 0.035PC

% increase in consumption = ( 0.035PC/PC) * 100

= 3.5 %

Expenses increases by 3.5 %  if price increases by 15 % and consumption reduced by 10%.
