\huge\black{Step by step explanation}

Let cost of 100 litre petrol be 100 rupees

By increasing price

Cost of 100 litre petrol = 110

In rupee 110 he got 100 litre petrol

100 rupees = (100/110)*100

100 rupees = 1000/11 litres

Decreasing in petrol

= 100-(1000/11)

= 100/11

= (9 whole 1/11)%
