Option C i.e is a member of Raj Sabha is the correct answer.

The prime minister of India can not participate in voting on a No-confidence motion against his / her government if he / she is a member of Raj Sabha because being a member of Raj Sabha, he/she can not participate in procedures of Lok Sabha as we know No-Confidence motion can be moved only in Lok Sabha.
