It is not found in all the countries because :-

(i) Not all countries are democratic like India

(ii) Every person in a country wants to be the MLA or PM or CM so, they oppose one person, one vote because they are afraid that they will lose if some people are against them

(iii) In Fiji, the electoral system is such that the vote of an indigenous Fiji has more value than that of an Indian-Fijian.

(iv) Many people think women are not equal to men. This is the reason why one person, one vote is not encouraged.
