You cannot sweeten something by adding more salt to it. People who have committed a crime; violated a law, are sent to prison. There they are punished for their doings. This creates a grudge in their hearts against the system. As in the story of the Bishop and the Convict, the convict was punished for stealing a mere piece of bread; inhuman behaviour towards him turned him into a beast, but the softheartedness of the Bishop made him gentle again. Hence the prison is meant for reformation, not punishment.
