A leap year has 366 days, i.e. 52 complete weeks and 2 days.

So it is certain that a leap year will always have 52 Wednesdays.

For 53 Wednesdays either of the remaining 2 days must be Wednesday.

Possible weekdays on the last two remaining days are -

1- (Sunday, Monday)
2-(Monday, Tuesday)
3-(Tuesday, Wednesday)
4-(Wednesday, Thursday)
5-(Thursday, Friday)
6-(Friday, Saturday)
7-(Saturday, Sunday)

We have total 7 outcomes out of which two have Wednesday.

So the probability of getting 53 Wednesdays in a leap year is - 2/7
