Rural areas, particularly in developing states like Arunachal Pradesh face serious development challenges. While the creation of local governing entities has been effective in democratic decentralization, the real transition to such bodies of roles, funds and representatives remains incomplete.  This weakens the system & inhibits its proper functioning.

  • A number of "development challenges" are being faced by the "rural local govt which  are affecting rural development in Arunachal Pradesh.  These development challenges are in the form of poor transportation services, poor educational facilities, poor health facilities, limited electricity access, & shortage of proper markets for rural commodities.
  • The power to give local governments functions depends on the state govt . For a myriad of factors, states do not assign sufficient functions to local government bodies which significantly impact the efficacy and effectiveness of the service. State governments have, for example , created "parallel structures" for the execution of farming, health and educational projects, undermining areas of constitutional responsibility by local bodies.
  • The rural local govt  cannot raise adequate funds from their own revenues, and are thus heavily reliant on "external funding sources". Due to vague taxation laws, lack of accurate documents, etc., local authorities may lose the power to properly enforce taxes. The govt of the state does not provide adequate tax powers to local rural govt
  • Local government are sometimes restricted to the capacity to perform their obligation by state government representatives. The secretariats of local govt are therefore mostly "under-skilled & under-staffed" and cannot thus assist the elected body.
