You should try to re-install the program. If you are manually trying to register the program there is a high chance that the problem can arise because of this reason.

You should manually register the blinkw32.dll to fix the problem.

Search your computer for the blinkw32.dll file. It most likely will be in c:\windows\system32\blinkw32.dll.

Start-> Run -> c:\windows\system32\regsvr32 /s c:\windows\system32\blinkw32.dll  

OK  

Try running the program again.
