The “procedure established by law” means, the law passed by parliament is valid, if it has followed correct procedure – it is enough to check whether law was made following the laid down procedure. Our concept is unique to us but closest to Japan, in this aspect. According to this law the person should hold back his life and his liberty when the law is passed by the parliament according to the procedures and provisions of the law.
