Let the second number = x

According to the Question

$\implies x \times \dfrac{-1}{6}= \dfrac{ - 7}{8}$

Hence

$\implies x = \dfrac{-7}{8} \times \dfrac{-6}{1}$

$\implies x = \dfrac{7}{4} \times 3$

$\implies x = \dfrac{21}{4}$
