Let x , y are two rational numbers,

x = -14/27,

xy = -28/81 [ given ]

=> ( -14/27 ) × y = -28/81

=> y = ( -28/81 ) × ( -27/14 )

=> y = ( 28 × 27 )/( 81 × 14 )

=> y = 2/3

Therefore ,

second number = y = 2/3
