The answer is given below :

Let, the rational number be x.

Then,

 \frac{3}{14} \times x = - \frac{9}{16} \\ \\ or \: \: x = - \frac{9}{16} \times \frac{14}{3} \\ \\ = - \frac{3 \times 3 \times 7 \times 2}{2 \times 8 \times 3} \\ \\ = -\frac{21}{8} \\ \\ so \: \: the \: \: required \: \: number \: \: is \\  -\frac{21}{8} .

Thank you for your question.

let another number be X
given product is -9/16
3/14 (X)=-9/16
X=-9/16(14/3)
X=-21/8
