Let the number be x.

Given

\bold{Product \ of \ two \ rational \ numbers} = \dfrac{-28}{21}

\bold{One \ of \ the \ number } = \dfrac{-2}{3}

\implies \dfrac{-2}{3} x=\dfrac{-28}{21}

A number which is to be multiplied is divided, if brought to the other side of the equation.

\implies x = \dfrac{-28}{21} \times \dfrac{3}{-2}

Negatives are cancelled

\implies x = \dfrac{14}{7}
