‘The quality and quantity of people of a country determine its human resources.’ Explain with the help of suitable example

Human resource planning is the most important managerial function of an organization. It ensures three main things:

• It ensures adequate supply of human resources.

 • It ensures proper quality of human resources.

• It ensures effective utilization of human resources.

(i) Human resource planning must incorporate the human resource needs in the light of organizational goals.

 (ii) Human resource planning must be directedtowards clear and well-defined objectives.

(iii) Human resource plan must ensure that it has the right number of people and the right kind of people at the right time doing work for which they are economically most suitable.

 (iv) Human resource planning should take into account the principle of periodical reconsideration of new developments and extending the plan to cover the changes during the given long period.

 (v) Human resource planning should pave the way for an effective motivational process.

 (vi) Adequate flexibility must be maintained in human resource planning to suit the changing needs of the organization.

The quality is justified in the sense of employment and literacy rate whereas quantity is defined in the terms of the population of the country

If the population of the country is less and the literacy rate is more then human resources are more powerful because they can use their maximum capacities and potential to uplift the country. But on the other hand, if the population is more and the literacy rate is less it can lead to a decline in the potential because due to unemployment human cannot contribute to the growth of the nation.

For example; In the developed nations like the USA and Europe the quality and quantity of people help a nation for its growth and development but In the developing country like India due to its quantity, quality is also degrading because of overpopulation, government is not able to satisfy the needs of the people in terms of literacy and Employment.
