Let the radius and height of the cylinder be 7x and 2x respectively.
total surface area =2×22/7×7x(7x+2x)= 44x×9x =396x^2
volume= 22/7 r^2h= 8.316
=> 22/7.49x^2.2x= 8.316
=>44×7x^3= 8.316
=>7x^3= 8.316/44
=>x^3=0.027
=>x=0.3
total surface area of cylinder=396.x^2= 396×0.09 =35.64cm^2
